He can't climb over them. :no

He needs to bash a hole in it and then to go through that.  :yes

With that said, sometimes a creature will jump over a wall if he's executing a pin-down move on another creature on the other side of the wall.  Unfortunately, this kind of thing is completely beyond your control, so you can't just order your creature to jump over.  The above-mentioned case is the only time I've seen him do it .
