Choose "Maximum Detail" in the options tab or in the setup executable. Or, choose custom and turn all of the settings on as well as move all of the sliders to the right.
Also, you can change the resolution to be widescreen as well. See this link for details, or use this program to change it.
The author of that program included this virustotal scan, if you're skeptical of it. The reason it's "suspicious" is because Black & White stores its settings in the registry, so that program edits the registry.

Set everything to max/what you like. Make sure you have video card drivers installed.
Note: the process is different on Mac.
For a Mac: Start up the game, go to "options" and go through all the tabs (and max out the settings), then restart the game.
